so I'm eligible for upgrade, however, ID want £99 upfront and through comparison sites it's only £40.
I'm not about to pay £100 when I know I can get the same deal for £40, how do I go about actually speaking to someone about this?

You can discuss your upgrade options with them, but you’ll probably discover you’ve used your new customer preferential pricing, when you first joined iD Mobile.
New customers are normally the ones being offered an inducement. This appears to be standard procedure for most of the UK mobile networks.
