After changing response times as per previous information the above isn't responding at all not kicking in
iD appear to be in the process of switching over to a new voicemail system (provided by their new partner Three UK).
Perhaps your voicemail is being migrated today
Why didn't they send us out notification will this block spam calls or do I still have to do it manually

Not sure how you’d use voicemail to block spam calls - normally you’d do that using the Phone app on your mobile handset by adding the number to a blocked numbers list.
