why did i incur out of plan charges for roaming?

If roaming is inclusive with the country I'm visiting, why did I incur out of plan data charges when I landed? Roaming is enabled on my device and account. The country I'm visiting is listed as one of the 50 countries in the roaming section.

 

How do I contact ID for clarification?

Maybe you’ve been close to a border with a country that is not in the EU inclusive roaming area @ThatGuyKal.

If your handset was using automatic network selection then you could connect to a cell operating over the border.

If you’ve been near Switzerland, Andorra, North Cyprus, Turkey, or used a ferry between the UK and EU it could happen.

It was probably a ferry, I'll learn my lesson and keep my phone on airplane mode until I land next time.
