Unable to make phone calls

I have had my SIM card with unlimited calls for a long time now and have always been able to call 01 numbers.

 

Since yesterday I can now no longer call 0117 numbers (the area where I live). First the message was about going over my limit (again, I have unlimited calls and these are restaurant numbers so obviously not chargeable) and now it just says that the numbers are unrecognised.

 

Never had an issue before - what is going on? Live chat agent very unhelpful. Tried restarting my phone, messing with settings. I even used my SIM in another phone and it worked, but there is nothing wrong with my handset either?
