I have tried using the app and the website but each time it states that I am unable to do so. 

I am currently paying for 50g or data and not using ANY of it. Why am I not able to downgrade to a cheaper tariff on a smaller =data usage.?

When did you purchase the contract?

Have you changed plans recently?
