I recently visited France, a country that is listed in the inclusive roaming locations. I have unlimited data in my current plan so because I’m in an inclusive country, as far as my understanding goes, that should apply the same when I’m in France but I’ve come home and my bill has more than doubled for charges?

It’s also possible that you connected to a non-inclusive network e.g. one in Switzerland if you were close to the border.
Switzerland is not an inclusive destination and if you had automatic network selection turned on, your device could have connected and incurred charges.
