All that happens with withheld numbers, is the caller has chosen to hide their number when calling your mobile phone
Provided your mobile phone has coverage, calls from any callers choosing to hide the number will still reach your mobile phone.

But I've had hospital appointments not come through because they've used a withheld numberÂ

That seems strangeÂ
If a caller withholds their number when making a call, the receiver still gets the call but is unable to see the callerâs telephone number - the receiverâs phone usually says withheld number or something similar.

It might be an idea to make sure your iD voicemail works.
At least the caller has the option of leaving you a message, if youâve not got coverage when they call.
