I would like to cancel my contract within 14 days cooling off period, but can’t do it. I’ve tried the live chat many times for help but it is useless.

When using the iD Live Chat service, make sure you chat between 9am - 8pm weekdays and 9am - 6pm weekends, so you get a person in the iD customer support team.
Also, you should type “talk to a person” once you get connected, to avoid the 24/7 chat-bot.
Otherwise try a PM via one of their social media channels:
There should be iD agents 8am - 8pm weekdays and 9am - 5:30pm weekends.
It could be a while before someone from iD will replies here, to your post.

Your customer service PIN is also in your iD My Account online - have you registered for your iD My Account online?
If you haven’t registered for your iD My Account online - visit https://my.idmobile.co.uk and register.
