Why won't a 00800 number connect?

I am trying to resolve an issue with Air China and the only phone number they provide begins 00800I understand that this is an international freephone numberUnfortunately, when I dial it the screen shows “Air China” but there is a voice telling me that it is “unable to connect this call” and there is no ringing toneWhy will this call not connect, please?
