Hi, if I connect my iPad or laptop to the internet via a hotspot created on my phone, is the data usage classed as used by my phone or am I charged extra?

The device that created the hotspot is always the one that's charged. In this case it would be your phone.
They will be no extra fee's providing you stay within your data plan.
