I'm 5 months into my contract, I have 100gb data which I'm hardly using but my data allowance seems to be stuck at 199.7gb and nothing for last 3 months have rolled over.

This sounds like a visual issue with the iD Mobile app. Please try uninstalling and reinstalling the app and see if that fixes things.
