Can I use my phone data whilst at sea. Going from Southampton to Norway?

Yes you can @SALTERSGIRL, but you might not want to when you see the iD rates for cruise ships, which are:

Hey there @SALTERSGIRL, welcome to Community!

 

As @andewhite has kindly mentioned, you can use your phone out at sea, but would incur those larger charges if you were to connect to the Maritime network. Therefore, we’d always recommend switching off your data/network/roaming whilst out at sea to avoid these, unless absolutely necessary, and use Wi-Fi where you can.
