I have checked the app and my abroad data was on, turned it off to try and log out and log back on to restart and won’t let me turn it back on.

I am in Spain and unable to use internet (contact family) or make calls

Have you tried taking the SIM card out and back into the device?

 

You turned off roaming data to try and log out and then back in?
