Bill cap stopping international roaming add-on from working

Why is the bill cap stopping me from making calls even though I’ve bought an international add-on?

    Assuming you’re talking about a Roam Beyond Add-On, these are data only. You can use services such as WhatsApp, FaceTime or Messenger to make calls, but not traditional phone calls. Thanks.
