Kindly note that watch doesn’t use a separate SIM card it uses an eSIM linked to your iPhone plan, so it shares your mobile number and allows calls, messages, and data when you’re away from your phone. 

How to set up cellular data on Apple Watch Ultra 2:

Pair your watch with your iPhone.
Open the Apple Watch app on your iPhone.
Go to Mobile Data / Cellular.
Tap Set Up Mobile Data (or Add Plan).
Follow the steps from your network provider to activate the eSIM.
