My phone and data do not work outside the UK

My phone does now work in the EU with or without internet. My data roaming does not appear to be switched on. My settings are correct but dispite messages that I can use all my data (France, Spain etc). I can’t I can only use my phone as a camera and a specalist has said my phone is OK . Mobile id need to se=witch sometb=ning on at their side but after 3 days, i still cant get to speak to anyone,
