Payment of old network

I have moved from 3 to this network and I have an outstanding final bill to pay. I have contacted 3 who have told me that I can dial 400 to pay an amount. I dialled 400 only to be told that ID mobile doesn't allow me access to this number. If I don't have access to this number I will be unable to pay the outstanding balance.
