Termination Charges when switching to a different network

My contract ends 10/10. I have paid my last bill by direct debit in 25/9 covering the period up to the contract end date. I've requested my PAC code. I'm being told if I pass it to a new network provider and switch that I'll be charged £14.78 termination fee. Is this correct if I've already paid up to the end of my 24 month contract?

    What was the contract end date? If you have cancelled before the contract end date a termination fee would apply.
