being charged for not recieving the add on

Why have I been charged for roaming add on when it didn't work and shows i didn't use any of it as couldn't get it working in Turkey at all..

Hi ​@Arennie there must have been some usage of roaming for you to be charged for this. A lot of apps can use data in the background, so if roaming was enabled, you would have been charged only if the services were used.

I didn't use any it showed me on the app it wasn't used
