bill too high amd keeps going up

I’d like to discuss my bill going up. I feel my bill is already very high I pay £60 a month as it is. I did try to change the plan as I’ve been with ID Mobile now for almost 3 years but not given the option to. 
if there’s a way an agent can communicate with me to lower this bill that would be helpful as this contract has gone up 3 times since I’ve taken it out.
