Calling business numbers excluded from the free calls allowance?

I am trying to ring a specific person at Octopus Energy and have their direct number It is a standard 0789 number. I am being told that this is chargeable as a premium rate call. Has anyone else come up against this?

    Yes, this can happen with some numbers.

     

    Although 0789 numbers are normally standard UK mobile numbers, certain services can be classified differently depending on how they're configured, which may result in them being treated as an out-of-plan or chargeable service.
