Why have I been charged £45 for data when it’s turned off ..

How do you know the charge was for data? 
Have you checked your bill to see where this charge came from?
If your mobile data is turned off but you are still being charged, it is usually because of background app usage, unrestricted system services, or because you are roaming abroad. This could be as something as simple as unrestricted System Location Services as certain built-in functions require constant access to your phone's GPS, compass, or network data to function correctly.

If it’s not due to data use then have you made calls to any ‘out of plan’ numbers?
