when my plan runs out every month i dont have data therefore i cannot open id app to top up and purchase another plan. i dont have wifi at home as im never there so i have to go to a supermarket and use free wifi. surely the app should work without data

Unfortunately, depending on the App they will need a connection to the internet to work and so unless you are connected via a free signal when your data runs out i.e. a supermarket, then it won’t work. 
The Id Mobile App requires an internet connection (via Wi-Fi or mobile data) because it needs to fetch real-time information with regards to your account.
Some apps can work without Wi-Fi but depends entirely on how it is designed and what features you are trying to use. These off-line  Apps don't require an internet connection at all because all data and functions are stored directly on your phone or tablet.

  • Examples: Calculator, notes, offline music/media players, and many single-player games

If you are running out of data on a regular basis have you looked into upgrading the plan you are currently on to one that has more data that will last you the month?  This will stop you having to top up.
If not, then it may be worth setting a monthly reminder on your device to top up before your data runs out i.e. a week before your plan renews, to ensure you have sufficient data.

I purchase the unlimited data for 20 a month. If I was to say add 20 pound to my account before it runs out then go to purchase another unlimited bundle, my phone uses some of that 20 pound top up to open the app so I dont have enough credit to buy my bundle due to a few pence being spent for a connection to open the app

If you're already on unlimited data plan you should have data to be able to connect to IDMobile app or any website. You should not need to be buying additional add-ons. Something it not right here.

Yeah sorry again I think im being misunderstood. I purchase a bundle for unlimited data which lasts a month. On the last day my data runs out at midnight so when I wake up my connection is gone and I cant open the app to click purchase another bundle. I literally have to wake up earlier on that day and head to a supermarket to use the free WiFi before work to be able to purchase one 🤦‍♂️

I guess most people dont have this issue due to having broadband at home but with my job being a truck driver its just not worth me paying for as im on the road.

I get you, that’s really frustrating, especially with your job.
 

What’s happening is your bundle expires at midnight, and once it ends your data stops immediately, which is why you can’t get into the app without Wi-Fi.
 

Best quick fixes:

Renew the bundle before midnight (set a reminder a few hours earlier)
Try using the iD Mobile website instead of the app if you still have signal
Consider switching to a monthly plan with auto-renewal, so your data doesn’t fully cut off
