unable to make outgoing calls and hearing a message on the audio talking about cut limit

On my plan I have 100 giga bytes, unlimited minutes and unlimited text. I am currently in Luxembourg and suddenly I cannot make any outgoing calls. What is going on? There is an error when I call talking about cut limit being reached.

Thank you for sharing. I'm sorry to hear you can't make outgoing calls while you're in Luxembourg. I understand how inconvenient that is when you're away.

To help us work out what's happening, could you try the following:

Restart your device to refresh your connection to the network.
Turn Airplane Mode on for around 30 seconds, then turn it off again.
Remove your SIM card, gently wipe it with a clean, dry cloth, reinsert it, and restart your device.
Check that your device software is fully up to date.
Reset your network settings to refresh your device's connection to the network.
