VAT added on to bill

My advertised line rental when I purchased my contract was £46.99 a month, why is VAT being added to this and costing me more a month than the advertised monthly price I was told. I was told VAT was included in the monthly line rental. I have used no additional data this month. This is the same for a sim only plan I have also. It should be £10 yet charges me £11 something. Is this an error or false advertising of prices?
