When my contract ends, when can I go to another network?

HI, When does my contract ends, when can I go to another network? How to find out what is my last bill? Exact amount, kept getting different number,? When is the best time to cancel the contract, so I do not have to pay unnecessary additional line rental. What is the exact cut off date for the contract?
