why have i been charged £5 in turkiye when i have international roaming and unlimited calls

I have just landed in Türkiye and received a message telling me I’ve used all my limit allowance. 
why? I have unlimited calls and texts and 98gb of data allowance.

    Thank you for your post.

     

    Kindly note that roaming in Turkey is not included within your standard allowance therefore any usage detected whilst you are there is taken from your bill cap.

     

    To avoid any out of plan charges please set your bill cap to £0.
