Actually resolving a suspected Split Port Facetime/iMessage issue

I have recently transferred into ID from Vodafone. I believe I am stuck with a Split Port situation, as we transferred 2 phones in under identical circumstances and one is 100% functioning as expected and the other is not activating either Facetime.

I have followed This guide on resolving iMessage/Facetime from end to end and have not fixed the problem.

I have tried some other suggested fixes, have removed and re-entered numbers, countless network resets, I have spent 90 minutes on Live Chat, then spent over an hour in Curry’s while they put a physical SIM in my phone and tried to resolve the issue. I have now spent another 1 hour on chat trying to guide the conversation into the split port - I asked four times without acknowledgement for the tech team to request a refresh of the port files to fix the CLI/SMS routing for a split port. 
I believe this has been requested, but I do not know for certain if this will happen. 
I also don’t know how long it will take and if I will receive notification that it has been done.

The live chat is, in my opinion, not fit for purpose - as well as not receiving acknowledgement of a direct question, the requests to look at some phone functions are contradictory.
I was told to switch off Facetime and iMessage until the problem is resolved and then asked to switch them back on - but how will I know when the problem is resolved?

Twice I have requested chat transripts to be sent to my email and on neither occasion was I sent one.

It is incredibly frustratring that I am being asked to repeat the same steps that have no effect on the functionality of a phone that I am paying for an am unable to use properly. 

As I am within 14 days of this contract start, I assume that if this is not resolved in a timely fashion, I can request a PAC code to port out.
