Intermittent Data and GPS signal when using phone as a hotspot for Apple maps and waze navigation.

Im having trouble using my navigation software on my new ipad air when I hotspot to my phone. 
sometimes it works perfectly then it will freeze and unable to locate me saying no gps signal. 
this isn’t a local issue as I tried this over nigh on 800 miles through UK and France. 
Have been in touch with Apple who have carried out over the air tests to ascertain the hardware is all good. 
when using my phone with the respective software Apple Maps and Waze it works perfect. 
I would like to use my iPad as i find the phone screen too small. 
I don’t understand why it can work perfectly on my iPad one minute then fails?

    Could you please try using a hotspot to connect another device and check if you are able to use the navigation services?

    As it appears the service is working correctly on your phone, the issue may be related to the iPad specifically. Please let us know if you experience the same problem when using another device.
