Is the list in [1] a list of supported/known working phones - i.e. have known-working VoLTE on the Three network - or is there some blacklisting/whitelisting going on based on the phone manufacturer and model?

It’s just an advisory list.

Good news I suppose, in that phones **not** on the list aren’t ruled out.

I have the reverse problem from a number of people: I don’t understand why my supposedly-non-VoLTE-enabled phones are still working after the 3G shutdown. From what you say I can’t rule out VoLTE somehow being activated after all.

While 3G has been largely phased out, it is still available in certain areas.

Is that because the turn-off isn’t complete yet or are there areas where it will be left on (and if so do you know why)?

Anyway… not available here :-)

Reasonably sure Pinephone is indeed connecting to iD using VoLTE - will update previous question.
