NO phone delivered yet paying the bill

I have had no phone delivered, 3 konths have gone by. DPD state it was delivered, ID mobile state its down to DPD.

Im.paying for a phone I havent even got!! 

ID have not replied to my email from months ago and have not bothered to chase it up, help ne at all.
