Stolen phone - ID refusing to block IMEI

Despite a relative reporting the phone to police as stolen, having used it on ID sim only phone for over 2 years, ID refuse to blacklist the IMEI as the phone was not purchased through them or not used long enough through them.

They refer to the original retailer who cant blacklist adhoc. This is the responsibility of the network. The police report is filed, proof exists of purchase of phone complete with box to id the IMEI. Yet ID mobile do nothing.
