How to purchase plan for basic (not a smartphone) handset?

Hi! I need some advice please. I have bought my mother a new phone (it’s a basic handset not a smartphone).. it has no SIM. I’d like to purchase a monthly contract but not sure how to do this without using her new phone? Thanks!
