PAC issue with initial ordering

I signed up this morning to a Sim only plan with ID. I provided the PAC number and agreed a transfer date with the vendor.

However I subsequently received a text message from ID saying they cannot transfer a number from one ID account to another. However my current contract is with another provider, not with ID so unsure why I received the text??
