Swappinv old number to new phone

Hi, I'm having difficulty in transferring my phone number to my new phone. 

Whrn following the instructions it states that my new id mobile number has been transferred from another network i.e. I've already switched my number (which I haven't). It won't let me go any further or give me any other options, other than go round in circles.

I need to change my number while my PAC code is still valid.

Can anyone help?
