Trying to set up ID Account without SIM to activate, This is to add PAC code and set up date change

I understand why you’re stuck here.
 

To set up an iD Mobile account, you normally do need an active SIM or eSIM, because the account is linked to your mobile number. Without that, the system can’t verify the account to let you apply a PAC code or process changes like a switch date.
 

Here’s what you can do:

First, make sure your SIM is inserted (or your eSIM is installed) and has been activated. Once the SIM is active on the network, you’ll be able to register or log into your iD account properly.

If your SIM hasn’t arrived yet or isn’t working, you won’t be able to complete PAC setup just yet — in that case, you’ll need to wait for activation or request a replacement SIM if there’s an issue.
 

Once your SIM is active, you can:

Log into your iD account
Add your PAC code during the switch process
Choose your transfer/date change options
