Freephone 900 numbers in Spain not allowed

I had no electricity for 24 hours but I could not call the electricity companies freephone (900) number to get this resolved.  No other numbers anre available as Spanish rules that utility emergency contacts must be 900 numbers.  I had to go to a neighbours to use their phone.  Surely this is not acceptable as the nature of these numbers are for emergencies.

    iD Mobile is a UK telecommunications company, not Spanish. While 900 numbers might be free to call from a Spanish line, they’re not when called from a UK line.
