germany roaming not working as many hsve experienced

Hi there. I am currently in Nuremberg and have 0 internet connectivity. I need my phone to make calls/plan my trip. I cannot plan my trip from a coffee shop. You need to sort this asap. As I am not paying for more data for it not to work. And you Are breaking your contract with me. It not working?
