phoning local number when in eu

I regularly visit Portugal and my ID plan gives me up to 30gb usage out there for free. 
Can I phone a local Portugal number free like a taxi when in Portugal or only a uk number?

Hi ​@rogerthurston  Portugal is one of our free Roaming destinations which means that you can use your monthly data allowance and add-ons at no extra cost, up to 30GB. This would include calls made to local numbers. Hope you have a fab trip!
