2 ACCOUNTS BUT ONLY EVER USED 1, HOW DO I CANCEL THE UN USED SIM CARD ?

I pay for 2 sim cards on my account but i have only ever used 1. I have tried to cancel the sim that i have never used but i keep paying for it every month. Does anyone know how to cancel this. I even got to speak to a lady a couple of months ago that works for I.D Mobile but she has failed to cancel this sim card. Any ideas please ?
