why cantci use all of my data

Hi I have 40g of data per month but at the end of month have say 1 gb left so the next month I have 41gb. Why can't I use all of that data. It only let's me use 40gb. I should be allowed to use 41gb but at end of month it says ice run out of data but there is 1gb left. Most frustrating
