Can't set up voicemail

I have tired to set up my voicemail, but everytime I suggest a unique pin (no matter how many times - some 4 numbers, some up to 10), every time it says “this pin is not available”. How am I supposed to retreive my messages? 

I am on my WIFI network at home trying to do this.

Kindly confirm whether you have attempted to set up your voicemail while connected to mobile network provider iD Mobile, rather than using Wi‑Fi.
