Cannot set up my voicemail pin

Whenever i go to listen to a voicemail it says "first set up your pin on your mobile phone, to do this call us on your phone" and then hangs up. This is the same case with if i try to call to set up a pin too. Im in italy at the moment, i dont know if that has anything to do with it?

    Kindly be advised that you will be unable to set up your voicemail if you are not in the UK, as this must be done while you are in the UK before travelling abroad.
