content lock wont activate

The content lock on my son’s phone is apparently on but he can still access inappropriate material. Why isn’t this activating?

    Thank you for getting in touch with us. I am so sorry that your son can access inappropriate material. This usually caused by the phone is connected to Wi-Fi, which bypass the network content lock or the content is being accessed through apps such as social media or browsers.
