data issue after upgrade

I upgraded my daughter’s phone on the 22nd July, and chose plan with 25 gig data, but now ot is showing only 10, and additionally the new phone is still not able to use any data when off WiFi, despite setting turned on for mobile data.

This has been 5 days now.

 

I am also unsure how to access live chat.
