HTC doesn't allow ID mobile app and has no cell service

I recently broke my Google pixel and decided to put my SIM card in an old HTC phone I had. When I put it in it said that there was no cell service. I tried everything, factor resets, toggling airplane mode and searching for help online but nothing worked. I then thought installing the app would help, but it said it was unavailable on my device.

    Is you old HTC network locked, ​@BeeTree?

    If it’s an old phone there’s a good chance it’s network locked.
