mobile caps limit

When trying to call an agent in London, it didn't allow me saying that my mobile has reached spend caps limit, which I dont understand?

Thank you so much for reaching out to us, please accept my apologies for the inconvenience caused to you in relation to the cap issues.

The number you are calling might be chargeable and non-standard so the services to call the number is chargeable.
To make the call you would then need to raise the CAP to use the out of spend limit.
