I am sorry you are having trouble making and receiving calls on your iPhone 11. Please try a network reset, as this can refresh the connection to the network.

On your iPhone, please go to:

Settings → General → Transfer or Reset iPhone → Reset → Reset Network Settings

Please note that this will remove saved Wi-Fi networks and passwords, so you will need to reconnect to your Wi-Fi afterwards.

Once the reset is complete, please restart your iPhone and try making and receiving a call again.
