sim not working

Sim card isn't working on new phone. Just got a phone upgrade and when I put SIM into new phone it doesn't work and says emergency calls only. I put the sim back into my original phone and it still says emergency calls only but it's working fine. 

Do I need to get a new SIM card or is my new phone broken?
