I have an iPhone 15 through an ID mobile contract, which has now finished up. Can I give the phone to somebody else to use with a different sim card on a different network? I’ll be keeping my sim and setting up a new contract with ID with a new phone. THanks!

Yes, you can give the handset to somebody else to use on a different network once you have finished using it.
iD Mobile handsets are unlocked, so the phone can be used with a SIM card from another network provider without any issues.
You can simply keep your current iD Mobile SIM and use it in your new handset once your upgrade has been completed, while the other person can insert their own SIM into the iPhone 15 and use it on their chosen network.
